Time: Camping is only allowed overnight between 9:00 PM and 7:00 AM.

Safety Restrictions: Camping is illegal near schools, daycares, or within 10 feet of business entrances.

Starting fires, using gas heaters, or obstructing sidewalks or building exits is prohibited and enforceable by police.

Map and Enforcement: The Portland Police Bureau maintains real-time shelter data. You will not be cited for camping on public property if there are zero open shelter beds.

Self-Governed / Sanctioned Tent CitiesIn addition to city shelters, a few recognized independent encampments operate in Portland:

Dignity Village: Located near the Sunderland neighborhood, this is a city-recognized, self-governing encampment for around 60 individuals.

Right 2 Dream Too (R2D2): A nighttime rest stop previously relocated to the Central Eastside.

Sleeping in a legally parked vehicle on public streets is generally allowed in Portland, provided you’re not violating other parking, traffic, or safety codes
(e.g., parking in restricted zones or allowing a vehicle to become derelict).
